Issue:
Cloud Control 12.1.0.2 : False Alerts about EMGC_GCDomain/instance1/ohs1 Target Down [ID 1496775.1]

 Solution:
1.  Go to My ORACLE SUPPORT and Download  the following patch:

Patch 13490778 PS5:REF2: INSTANCE STATUS SHOWN INCORRECTLY IN EM WITH RC4-REFRESH-2 

The ORACLE_HOME against the patch should be applied is the Middleware/oracle_common of the FMW stack of Cloud Control installation.

Then apply the patch:

e.g.
unzip p13490778_111160_Generic.zip -d /disk/p13490778
cd /disk/p13490778
export ORACLE_HOME=/u01/FWM12cR2/oracle_common
$ORACLE_HOME/Opatch/opatch apply

2. Restart the Admin and Management Server
