1. EM12c -> Setup Menu -> Provisioning and Patching -> Software Library
2. Software Library: Administration
Storage Type : OMS Shared Filesystem
Actions -> Add

*Name: Software Library
*Location: /data/SoftwareLibrary
Click OK once finished.
Configuring Offline Patching:
1. EM12c -> Setup Menu -> Provisioning and Patching -> Offline Patching
2. Connection -> Offline
Catalog : Choose File (downloaded from https://updates.oracle.com/download/em_catalog.zip )
3. Click Upload
