Encountered  (su - oracle)  su: cannot set user id: Resource temporarily unavailable
In Oracle 11gR2 RAC RHEL5.5 environment

more /etc/security/limits.conf
oracle soft nproc 2047
oracle hard nproc 16384

Solution:  (change soft nproc to 16384)
oracle soft nproc 16384
oracle hard nproc 16384

-- restart CRS
crsctl stop crs -f
crsctl start crs
